Randall’s is being proactive and teaching customers what they don’t need another bag for.

Here in Quebec virtually none of the grocery stores (low-end to high end) have bags- paper or plastic. The few that do charge you $0.05 for each one.
As for other retailers, very few offer plastic bags, and if they do, they’ll ask you if you want one rather than defaulting to giving you one.

Ikea was charging a nickel a bag some time back but not sure how that went…
